Heat some cooking oil in a pot over low heat. Saute the garlic, red onion and white onion until tender and aromatic.
Add the tomato paste and cook for three minutes or until it starts to render.
Add the ground beef and cook for five minutes.
Pour the kadyos and simmer for an 1 1/2 hours. Add more water if needed.
Season with salt and pepper. You can add fish sauce too but it’s optional.
Transfer to a serving bowl and serve with rice or use as a dip for tortilla chips.
