In a bowl, mix together the flank steak, soy sauce, water, sesame oil, oyster sauce, honey, garlic powder, baking soda, and cornstarch. Let marinate at room temperature for 30 minutes

Coat the bottom of your pan with oil, place on high heat. When the oil starts to smoke add the beef and let sear unt it develops some color

Next add minced garlic, crushed black peppercorns, bell pepper, and onion. Continue to sauté until the onion and peppers are softened.

Plate up and garnish with fried egg, atchara, and garlic fried rice.
