Cook the beef tapa in pan for 3 mins or until cooked. Set aside.
In the same pan, fry the garlic. Add the rice and stir to incorporate. Season wth salt and pepper then set aside.
Assembly the spring roll. Dampen the rice paper with water then place at the center of the rice paper a tbsp of beef tapa, 2-3 tbsp of garlic rice, chopped scramble eggs, cucumber, carrots and tomato. Roll the rice paper until sealed. Repeat the process until all the rice paper is filled.
In a pan, heat oil then fry the rice paper until crispy. Transfers to a serving plate and served with the season vinegar
